The papers Institutii de securitate claims to be the head stone of an Intergraph conception about the methodology of contemporary conflictual phenomenon from the military science point of view, always found out in the middle of constructive dialogue, but also generating other social sciences in their common effort for shaping the politically-military future of the concepts, which domain has got a lot of interpretations.

                 

The synthetic – analytic method of searching respects the basic principles of formal logics and always reports to theories and conceptions related to the domain, moving away or bringing together standpoints and elements of review, synthesis and theoretical construction based upon the consistency needs for coherence and conceptual clarity and, but also doctrinaire.

                 

The fundamental concepts of the military science under a sort of didactic way, precisely for minimizing the risks of any further interpretations, misinterpretations and to those interpretations especially tributary to political-military decisions.

                 

In authors’ opinion, fundamental concepts aim to: military phenomenon, military normative, military action as well as to the war.

                 

Conceptual elucidation is enhancing the appearances between conventional and non-conventional, which is generating profound and deep confusions at the level of politically military decision.

                 

There are dwelled upon a series of several syntagmas, which unfortunately enjoy a lot of interpretations, such as: war’s habits, war’s laws, political-military doctrines, and sources of international law.

                 

The authors insists on this relation under two aspects, first by defining the level in a didactic way, show the quintessence factors as well as those sensitive related to that specifical level, but on the other hand, by involving these levels of the intergrath system, is also pointing to the starting point diversity interpretation and to the essential feature of the political-military level.

                 

A special category, although indispensable to authors’ theoretical approach major types of conventional military actions, war and force intercession. Without getting into arguments with famous strategically schools, we must specify that, with the help of the analytic-introductive method there were held back only these categories of military actions that are directly related with the political-military decisions.

                 

Having as a start these categories of military actions, certain ways arise from continued and develop the essence of the major type of the military actions.

                 

The proof of performing with major military actions arises from situations when someone might legally use force.

                 

Thus, some cases presented are universally accepted, namely:

       – The right of using the force in case of legal defense;

       – Using the force in order to punish an aggressor;

       – The right of using force by the signatories of UN Charta, against former enemies states during the World War II;

       – The right of using the force in order to exert self-government.

                 

Most of the situations presented might operate with the major types of the military actions, lead the authors to specify the evolution of “non-conventional” force intercession of one international security organization.

                 

There are presented as follows:

       – The actions of international community and international organizations;

       – Actions for peace continuity – 1<sup>st</sup> generation;

       – Actions required in order establishing peace – 2<sup>nd</sup> generation;

       – Strategically continuity of the peace;

       – Operations that support peace – between the operations necessary for traditional peace continuity and operations required for strategically peace continuity.

                 

The conceptual ambiguities and dimness, dramatically reflected upon the nature and effects of force intercession promotion under an international organization aegis, that presented for support non-conventional type of actions, so-called humanitarian actions in former Yugoslavia:

       – Humanitarian intercession;

       – Concepts of humanitarian intercessions;

       – UN structures and humanitarian intervention.

                 

For the time being, the need for conceptual dimness is superimposed by new philosophy of using the military vector and makes it felt through the major key role performed by the international community, whose first fiddle is UN.

                 

The amazing speed of concepts developments on the political-military landing resorted to peace requires a conceptual fund commonly accepted by the international community through its structures that belong to the international organizations.

                 

The decree and elaboration of certain code for definitions related to military intercession under its aegis, is more than necessary.

                 

The re-shaping phenomenon of some concepts and terms, specific to the “Cold War”, accompanied by the attempts multiplication of political-military analysis, more or less relevant is committing to find one common language, which may achieve oneself through voluntarism or non-criticis assumption or arouse some media “booms” (bolt out of the blue).

                 

The new millennium will be acquainted with ways of expressing the military actions determined by the key role of the international and regional organizations: UN, OSCE (ECSO), NATO, UE and other sub regional military organizations.

                 

The agitation of theoretical searches for shaping, the future of the military actions is very impressive – conceptions, theories, regulations and books, not only national but as well as organizational, it will be better for them to the compiled in a general code accepted by most members of the international community, within the framework of one international security organization.

                 

The anatomy of the military action and also the presentation of the military normative as fundamental elements/factors of the warfare, are required as a priority with a double perspective first a juridical normative, namely the innermost liaisons organized on different levels, interacting with those, and second drawing up a new classification based on the political-military landing seen with a diplomatic eye.

                 

Those “gravels” of the warfare are drawn up as “analyze material” for the international community will, that support its decisions at the level of the international political-military organization used for preserving the peace and the international security.

                 

The need for theoretical dimness subordinated to peace preservation, an international security cannot ignore conventions’ narrow pattern as regards military actions, its insufficiency towards new military actions carried out under UN aegis, which cannot be wrapped with the old patterns.

                 

Precisely, in order to surpass this trammellness conventional – non-conventional, namely for catching the new types of the military action which are “something else” than war, aggression and right to self-defense.

                  Although without any conventional “classic” base, the military actions carried out under UN aegis – named by us “non-conventional” have also got a juridical ground – resolutions of the Security Council.

                 

This unquestionable juridical ground has got its limits, which entitled us not to include them in the “classic” category.

                 

Firstly, it’s available for each military action, also not being considered as a code, and secondly the juridical normative concerning each military action “flowing like a waterfall”, which by specifying is not allowing (not even by analogy) the drawing up of a unitary corps and not contradictory with juridical normative.

                 

There is one positive appearance of the juridical normative of UN position when controlling a conflict is that the proceedings started to become unitary. That is a beginning, but still more things to be done.

                 

By removing the war, from the superimposing means of the interests panoply does not necessarily mean the disappearance of force preparedness – as a condition for defending the interests; although there is something to be noticed that the fatidical cycle of war releasing, seems to be stopped, but we must not forget that obscure interests and non-controlled violence, are possible dangers of the present, as well as future.

                 

The reality of those international military actions is unchallenged; the evolution or their involution will certainly mark the beginning of the next millennium.

                 

One political-military action is evident – Clausewitz’ vision upon the war seen as a politic instrument, as a continuity of the politic relations, which is superimposed through non-conventional military actions shown in this book, must be thought about, namely to arise from politic at the level of general and common interest of the international community as a whole.

                 

“Political Targets” (intentions) of the international community priority, may be drawn up as non-conventional military actions, which will be transformed in actions that belong to the international community supported by a military vector.

                 

The category of non-conventional military actions might be an answer for the natural tendency towards the extreme violence of the war for the coming millennium; but it will only be an attempt as so many others before, during the history or a calculation sum of some capable of living formulas, able to be drawn up as a discontinuity standpoint in the warfare’s diagram. But this is left to be seen …
